For all as a reference, attached is a schematic of the infamous amplifier. It will answer the question on the Zobel across the secondary windings. Note the complex feedback compensation.

I believe Walt mentioned all the shenanigans Carver went through with the feedback circuit to correct all the nasties the poorly designed amp causes.
The zoebel is probably to get rid of some too

It is a Zobel network (aka. snubber). It serves to help amplifier stability when connected to speakers with cables that may create possible oscillation because of interaction with the amp's feedback.

And the Carvers have a boat load of feedback. Polk Audio sold snubbers like this with their Cobra Cables because of stability issues with that cable. The RC network was contained in a plastic enclosure that you connected to the speaker terminals.

I always had a feeling that the Carver tube amps were suspect.
I have never heard them but they seem to good to be ture
