That is the whole purpose of an inrush limiter. They increase the initial impedance so that destructive surges do not occur. After the initial period their impedance drops to the point that they are immaterial.

There are other ways to current limit on startup from simple timer/relay scenarios all the way to what I use which has two sections for an instant on for devices that need a fast start to set displays and other types of on time sensitive devices to a main phase control to gradually bring up the power to devices like large amplifiers. It also evaluates the input line voltage and shuts everything off if the line voltage either drops too low or goes too high.
